SOCIAL SECURITY CHANGES AFFECT 4 MILLION TODAY WASHINGTON, Aug. 1 (P) ---A number of changes in the Social Security law became effective today, although they won't show up in checks for beneficiaries until September. Muscato, Democratic floor leader, to place the administrative staff of the County Civil Defense Office on Civil Service status was referred today by the Board of Supervisors to its Civil Defense Committee.

The Muscato resolution also would have the county petition for federal reimbursem*nts available on this condition. Mr. Muscato charged that failure to have the CD staff placed under Civil Service was costing the county $63,500 a year in personnel reimbursem*nts from the Federal Government. After considerable parliamentary parrying the board finally sent the resolution to committee although Republican Floor Leader Lester S. Miller wanted an immediate showdown.

The reference shut off debate. understood that the Republicans had planned to reject the resolution on the grounds that compliance with federal requirements for additional personnel would actually mean additional expenditures to offset the reimbursem*nt for a civil service staff.
