APPLETON POST-CRESCENT Pcge Tlirco Wednesday Evening, July 11,1934 U. S. Must Draw Line On Gloudemans Gage's ready to wear department presents an Fad of Returning Thing BY WESTBEOOX PEGLER New York- It was all right to return Lafayette's sword to France a few weeks ago and the Canadian parliamentary mace last week, but it might be a wise idea to decide how far this fad is to be allowed to go before it goes too far. The sword was one that the Marquis left sticking IT? in an umbrella stand one night when ce was over here running up the debt of gratitude on which it seems impossible for this country ever to pay off even the interest. The mace was a trifle of loot which was seized by some American soldiers in the war of .1812 and had been kept in some attic or closet in Washington ever since.

Nations get sentimental now and again and start rummaging through their catch-alls for articles of old trash to be sent with love and kisses to the parties from whom they were stolen as evidence of their current peace and understanding, and reminders that they licked them once and, if necessary, could do it again. Mr. Lyle Wilson, the Washington journalist, informs me that there is a great store of old iron, Peeler cheap jewelry, olive dishes, candlesticks, napkin rings, and clocks taking up valuable room in the cramped old quarters of the American state department, awaiting the judgment day, or with luck, some earlier DRESSES of summer 100 White -JATS Regular at $2.95 Special Business Booms at Register's Office; Need Third Worker An exciting merry-go-round of grand VALUES Hundreds of smart fashions for women 3 DAYS Starting tomorrow OCT d3 Linens Cottons Prints Plaids Pastels Styles for Styles for Dress Business may not be good else where, but it certainly is booming at the office of A. G. Koch, register of deeds.

In fact, it is so good that yesterday Mr. Koch appealed to the county board to give him another assistant because he and his staff cannot keep up with the volume of work that is pouring into the office. The board referred the request to the executive committee with power to act. Mr. Koch's report pointed out that a total of 1,024 more papers dealing with realty matters and 784 more papers dealing with chattel mortgages or sales contracts have been received in the first six months of 1934 as compared with the first six months last year.

Revenues for fees, all of which are received by the county under the new plan, are $1,052.50 more for the first half of 1934, compared with 1933. $Ttl $3.95 FROCKS Half -size FROCKS You may choose from some beauties in this fine group. It seems that many American military officers and government officials received such mementoes, including distinguished orders, from foreign governments during the war to end war and that much of this booty was turned over to the government as national treasure, or nuisance. The officers v.ere permitted to accept their foreign orders only by specific act of congress which congress, in most cases, did not have the time to bother to enact.

The civil officers who went traipsing through the European capitals, collecting wedding-present? so to speak, along the line pf mtrch, felt bound by an bid and, in the light of recent developments, lather squeamish tradition that these offerings were be-Siowed on thorn in their official, rather than, their private capacity. Therefore them dumped it all on the state department to. swell an accumulation of white elephants already large and heterogenous. Times Have Changed Very likely, under the present code of official ethics, no additions will be made to the storage problem oecause the members of the new deal government plainly believe that anything which they can wrangle in the way of pay for extra-curricular services, such as writing and radio ballyhoo, is rheirs and net their country's. Under the old interpretation, a member of the official family who hired out to write totty tales for the teeny-weenies or give recitations on the radio would have felt that he, or she, was not being hired for his, or her, artistic merit alone.

But the tennis athletes and the heavyweight champions of the world had established respectable precedent for a change of ethical pace. So, nowadays, distinguished officials, with the notable and rather surprising exception of John (Throttlebottom) Garner, and their sisters and their cousins and their aunts, regard such revenue as fair spoils. Presumably, then, any official who receives the enameled medal of the Order of Otto the Idiot or a bouquet of artificial flowers, hand-wrought from the tail-feathers of the red-winged flamingo by the native subjects of some savage potentate, may accept these souvenirs as his very own and carry them back to private life when he retires. This would be ati agreeable break for the United States department of state, at that. Not the French Way They went to rather elaborate extremes to return Lafayette's sword, sending a delegation of American militia all the way to Paris in their full-dress uniforms at an expense which must have amounted to something appreciable.

This must have puzzled the French who are practical souls and who, if they ever come upon any of John D. Pershing's personal property in their archives, will either sell -it for storage or, at best, ship it bark in a crate, charges collect. The Canadian mace, however, was poor boodle and only the statute of limitations had served to mitigate the act of larceny by which it came to be present in the American garret. Its return seems to have been effected with ceremonies of the type called simple but impressive. The Americans said, "is this yours by any chance?" and the Canadians said "we wondered where it was," and that was the sum of that It was a nice way, on both sides, for, if the Canadians had said, "you crooks, you stole it," the Amercians would have had to say, "no, we licked you for it" and there would have been another war.
