Court ruling may cost agencies Some nonprofit facilities subject to property tax The Associated Press MILWAUKEE Wisconsin's nonprofit agencies soon could be charged property taxes after the state Supreme Court ruled they are not entitled to exemptions on buildings they rent to the poor and elderly. Hundreds of residential facilities are affected, including homeless shelters, apartment complexes for the elderly and homes for drug-addicted women.

Wisconsin's Supreme Court ruled in November, saying nonprofits could not be exempt from property tax, because their renters would not be entitled to those exemptions if they owned the buildings. But nonprofit agencies say the taxes could knock them out or increase the state's homeless population. Ed Huck, executive director of the Wisconsin Alliance of Cities, said the Supreme Court's ruling closed a loophole for benevolent organizations that do not serve the poor. State Reps. Steve Wieckert, R-Appleton, and Terese Berceau, D-Madison; and state Sen.

Carol Roessler, R-Oshkosh, plan to introduce a bill in March to allow tax exemptions for property owned by organizations serving the poor. "We're trying to primarily fix it for low-income housing and housing for the mentally ill the most vulnerable," Berceau said. "We want to make sure we're not tossing people out onto the street and making these 1 nonprofit organizations crash." ome Dire Exceptional funeral Affordably priced Advance Planning Specialists Professional aftercare services Funeral Celebrant on staff for those without a church WICHMANN affiliation Funeral Homes Crematory Private crematory on premise Appleton 739-1231 John Breitzman: Managing Director Locally owned and operated Menasha 831-9905 Dan Densow: Director www.wichmannfuneralhomes.com MUEHL ROETTCHER Funeral Home Family Dedicated Service Since 1873 Kurt E. "And that's when we had a policy saying cell phones were banned prohibitively. "That's when you start to realize that the world has moved beyond your policy that maybe you need to re evaluate it." Now Cedarburg is among districts that have revised old bans to be more lenient toward students who might need 1 to call home when their after-school plans change or, in the extreme, when a bomb scare closes the school. Legislators also are considering changing a state mandate that districts have policies in place banning cell phones. A bill introduced last month by state Rep. Luther Olsen, R- Berlin, would allow school boards to make their own decisions on whether to allow students to have pagers and cell phones in schools.
