Snowden, professor of education at the University of Wisconsin-Stevens Point, Wednesday was named in a 50-count indictment charging embezzlement and misuse of federal grant funds, U.S.

Atty. Frank Tuerkheimer announced. Snowden, 53, was the project director of the Wisconsin Indian Teacher Corps project between 1971-77, Tuerkeheimer said, a project funded by U.S. Office of Education grants. The indictment was returned by a federal grand jury Wednesday.

The project was designed to train teachers in the education of Wisconsin Indians and involved several local school systems in northern Wisconsin, Tuerkheimer said. The first 17 counts alleged that Snowden submitted false travel expense reports in connection with the Teacher Corps project for which he received $1,260 in unwarranted reimbursem*nts, Tuerkheimer said. He said 25 counts alleged that Snowden embezzled $3,549 in checks belonging to the project. The final eight counts, he said, alleged Snowden made claims of $1,277 for improper expenses, including excessive meal costs as well as clothing, liquor and recreational expenses at Telemark Resort in Cable and at the Stevens Point Country Club. Charges that Snowden submitted false and fraudulent claims each carry a maximum penalty of five years and a $10,000 fine.

The embezzlement charges each carry penalties of 10 years and $10,000 or one year and $1,000, depending upon whether the amount of the embezzlement exceeded $100, Tuerkheimer said. The indictment was part of a continuing grand jury inquiry into possible violations of federal law in connection with federal grants awarded to the University of Wisconsin, the U.S. attorney said. He said it was part of the same inquiry brought against Professor James R. Allen of the University of Wiconsin Medical School.

Allen was fined $4,000 and placed on six months probation after pleading guilty to the charges.
